The central Ohio mumps outbreak will likely inspire immunization legislation, but lawmakers said attacking the problem will take more than mandatory immunizations. As of Friday afternoon, 244 people ranging from 9 months to 80 years old have contracted mumps in central Ohio — 151 have a connection to Ohio State University. The disease, marked by swollen salivary glands on the face, is spread through saliva or mucus from the mouth, nose or throat. More than 95 percent of people who receive a single dose of the measles, mumps and rubella vaccine develop immunity to all three viruses, according to the Centers for Disease Control and Prevention. A second dose usually gives immunity to the 5 percent who didn't respond to the first dose. Twenty-four states require incoming freshmen to have received at least one dose of the MMR vaccine. Ohio does not. Ohio does not require any immunizations for college students, but nursing and other health programs may have immunization requirements. In 2005, state lawmakers enacted an "educate, not vaccinate" law for meningococcal and Hepatitis B immunizations. Students who live in campus housing must sign a form indicating they have received both vaccinations, they plan to receive them or they have read about the risks of the diseases and plan not to get vaccinated. House Health and Aging Committee Chairman Rep. Lynn Wachtmann, a Napoleon Republican, said it's too soon to talk about mandating MMR or other vaccines for college students. Wachtmann said not enough information is known about who has been immunized against what in Ohio. Wachtmann suggested doctors, nurses, pharmacists and others who administer immunizations file that information in the Ohio Automated Rx Reporting System, a state database used to track drug prescriptions. Public health officials could use the database to see if certain populations are more at risk for developing an outbreak. The proposal was inserted into a larger package of proposals in House Bill 485. "College is only one setting where you have large group of people who intermingle for a period of time," Wachtmann said. "Attacking this situation by situation is probably not the best way to go. How do we give more people the immunization they need?" While most of those who contracted mumps said they were vaccinated, Columbus health officials are encouraging anyone who did not receive the MMR vaccine to get immunized and people who only had one dose to get a second. Sen. Shannon Jones, a Springboro Republican, said it would be good to have more information about immunized populations within Ohio to narrow immunization efforts. "It's always frustrating for me that we tend to spread the peanut butter rather than focus on what we can learn from what the numbers tell us," said Jones, who chairs the Senate Medicaid, Health and Human Services Committee. Jones said legislation addressing the mumps outbreak is worthy of discussion. The state already requires immunizations for K-12 students, Jones said, but the college student population is more diverse and could include students from other countries or who haven't been through Ohio's public school system. Rep. Nickie Antonio, the ranking minority member on the House health committee, agreed college immunization requirements deserve another look after the Ohio State outbreak. "It's difficult to require mandates — at the same time we have a responsibility on the public health side," said Antonio, a Lakewood Democrat. Antonio said Ohio lags behind in administering vaccinations, referencing the 2012 National Immunization Survey. An estimated 66.8 percent of Ohio children age 19 to 35 months received the combined vaccine series including MMR, according to the survey. The national average was 68.4 percent. For MMR alone, Ohio's vaccination rate reached 90.3 percent for at least one dose, a little below the national average of 90.8 percent. Antonio and Republican Rep. Ryan Smith of Bidwell introduced legislation to allow pharmacists and pharmacy interns to administer immunizations, including MMR, recommended by the CDC for children age 7 and older. The bill passed the House earlier this month and will likely be debated in Jones's committee. "All of the research that is reputable tells us we are indeed a healthier society when the majority of people are vaccinated," Antonio said. "This is one of those areas for public health where we have not done as well as we could."
